Illegally billed for a contract I did not sign up

I intended to take out a cellphone contract with mtn but subsequently changed my mind. I had not completed all required documentation and left the store to make a decision and get my documents for the RICA if i intended to complete the contract. I was contacted during the same week by the store. I told that I was not interested in the contract.
In March I receive a bill from Mtn for the contract and continue to be billed. I called the store and got no response. I then went into the store and was assured by Charl that all will be dealt with and agreed that I had not signed the contract and would send through for the contract and reverse all charges. The next month I was billed again< went back to the branch and asked to see the manager. He/She refused to see me as he/she was busy with stock at the back and was referred to a salesperson who took her time about seeing me ensuring that Chaarl gave her feedback on the issue before dealing with me. To date nothing has been done. I have also sent an email to the branch manager on the 12 June 2013-no response: ALL THE WHILE MY ACCOUNT IS BEING BILLED ILLEGALLY. Highly Frustated!
