Paying for Service I am not getting

Network Query logged TT number 1781840, this has taken double normal return time; I do not have Cell C Network in my house, if you cannot fix it then is it fair that I should pay for services that you cant provide. This is by the way the second Network query I have logged, the first one is more than 3 months and I'm still waiting the outcome.

my Phone was booked 09 April 2013, a month later i still have not received my phone.
