TELKOM AND M WEB NOT DELIVERING

For approximately one month I have had a fault with my ADSL line. I have logged three faults with Telkom and M Web. M Web have told me it is a Telkom problem and Telkom have informed me that it is a M Web problem!! I have taken my modem to M Web in Canal Walk for testing, and according to them it is in perfect working order. It takes on average an hour to download 20 messages. It is not my computer as I have taken it to a friend's home and the messages download in seconds. Also access to the internet is perfect at my friend's home. The minute I try to connect at home, the same problem occurs. The first time Telkom called the technician admitted that there was a problem in the Milnerton area as they were busy upgrading, and all the lines have been slowed down. I am at my wits end as I seem to be unable to get anyone to take responsibility for this fault. I need to have efficient access to the internet and am losing money as I am unable to work! PLEASE can someone assist me! The second visit Telkom made, they assured me they would return the next day with one of their modems to test the line, this did not happen! They have now said I must re log the fault!!
