No Stock of item I already payed for!

On the 29th June I payed for my order from Dion Wired which reflected in there account on the 1st July (Was sent an email confirming this)
Was supposed to ship in 2-5 days.(Latest I should have received it was 5th July)
Spoke to someone that Thursday (4th July) to find out when my order would be delivered as I had heard nothing yet.
Apparently they ran out of stock in Cape Town but would be getting it from Durban so I would receive it on Monday/Tuesday (8/9th July).
On Monday (8th July) I received an Sms at around 8:30am confirming the courier would be delivering my package and they would contact me later.
Then about 9:30 I got a phone call from a staff member from Dion Wired who said that they could not get the Item I ordered as they were out of stock and would have to refund me.

This is not acceptable. I want the Item I ordered. If you don't have stock of something then don't advertise that you do.
They still haven't refunded me either and keep telling me they will pay it on a certain day and don't.

Really bad service!
