Authorising Maintenance without owner's approval

Rental agent advised me that the tenant wants a security gate, cupboards to be fixed and stove plates to be removed. Quotes were: 1) RenoVamp (trelli & cupboards) = R5040.00, 2) Brainwave (Honeywill for plates replacement) = R1150, Total = R6190. I advised I could not afford all of this at once. I did say I could afford the security gates in 2 payments and asked the agent to confirm the quotes still to be valid before we proceed: she did not do so. I asked to consider replacing the whole hob instead of just the pates and asked for a refreshed quote: she did not do so. I did not receive any response, nor confirmation that the quotes were still valid. The work was executed and money deducted from my rental income. The value spent was R460 more than quotes I knew of without notifying me to approve. The quotes changed as Brainware did all the work - without advising me. Until I queried the rental, I was not advised of the completion of work, nor got invoices. The agent refuses to take responsibility and effectively spent money, took it from me without my approval. All Pam Golding says is "we apologise for your inconvenience." Is this good for paying 14% service commission fee?
