After 14 months query still not resovled

I was alerted be one of the city's electric meter readers that my meter is faulty. I then logged a query with the city of joburg in December 2011 reference number (8000 602 630). I did regular follow ups and was continually advise that they have sent the request to City Power. City power gave me this reference number (2122772054) and advised that it will take up to 14 days. When following up in July the COJ call center then advised the my query was resolved on their system they then logged a new case reference (8000 899 421). when i then followed up with them they put me through to city power who then gave me a new reference number (212 7721708). Then i starting phoning City power directly were i was given a new reference number (213 018 3272) and when following the up on this reference the call center agent actually told me that they cant really help they are just reading from the their computer screens. Now when following up today the gave me a number to phone (011 490 7225) where i was advised that is the wrong number to phone and that COJ should not be giving me this number. I phone again and was advised to call again in 10 days and that 14 months wait is normal.
