Benefits suspended???

In the beginning of the year, my contributions were escalated and I received NO NOTIFICATION.
I noticied it when I was issue with a statement only in June.
This means I am in arrears, because I have been paying my contribution that I thought I was supposed to pay.
Then, on 4 August I get a letter from Mr. Sagren Naidoo that I am in arrears and that I have to pay up or my benefits will be suspended.
I don't have that money upfront and seeing that it's their mistake by not notifying me, I emailed him back immediately saying that I will pay a little extra each month, with my new contribution amount, until I have paid this amount. Query 040813Q6GN7L.

The next thing I know is that this morning I get an email saying that my benefits have been suspended!
Why do they suspend my benefits if it is their mistake, firstly. And secondly, when I ask for an arrangement to pay this outstanding amount they don't even read the email?
I'm sorry, this is unacceptable. They have no communication system in place. You email, nothing happens. You phone, the call centre agent doesn't understand you.
The only way I have ever managed to get a reply is with a Hello Peter report.
Ridiculous.
