Unable to transfer Motorplan to new owne

I purchased a BMW 320i end December last year from a private company. This year I sent the vehicle in for change of ownership and for a service on items I wanted looked at whilst vehicle is still under BMW motorplan. I was told that the vehicle had failed their quality test due to a minor accident repair that had been done by the previous owner to the rear bumper and because the repair had not been done by a BMW approved panelbeater, I was told that I have to have a get a BMW approved panelbeater to access if the damage (cost to me - R8500.00)- I would need to then redo the COSMETIC REPAIR (R13500) - BY A APPROVED BMW COMPANY before they would accept the motorplan to be changed to my name. I find this completely unacceptable because this is a MINOR cosmetic repair and by the time I have COMPLETED THE ABOVE, the motorplan would have EXPIRED. I really need BMW to look at a gearbox related problem (NOT RELATED TO THE MINOR REAR BUMPER REPAIR) and I feel as if they are FINDING REASONS NOT TO ASSIST ME and making me pay R22000 before they will allow me to use the remaining 2 months of the motorplan to sort out a gearbox related problem. This is completely unacceptable
