Over 4 months to settle a simple claim

I made a claim for water damage to Kitchen Cupboards in Sept 2012 and have delay after delay afer delay in getting this issue resolved.
I have had to call numerous times to try and get feedback and was assured on 18 January 2013 that the settlement would be processed the next day. Taking this in good faith I paid the contractor who did the job however I am still waiting for the money to be paid into my account.
I last spoke to Faith on Thur Jan and she said she will phone me early yhe next morning to confirm that the money had been transferred - this did not happen!!
I have had to loan money from my Credit Card and pay honouring fees at my bank due to delay in this payment and just phoned the contact number and held in the queue for 9 mins - with no Music on Hold only to be disconnected. I no longer have airtime to contact this supplier and am extremely frustrated not only out of pocket..
I Intend to change suppliers once this issue is resolved.
