Unable to obtain funds

Second time in a year standard bank travel wallet fails to deliver.
Last year, at my local branch, we ensured that every single account held by family was FICA compliantl.
November 2014 my son obtained a travel wallet at Umhlanga ridge. When he went to bank he had all docs required such as I'd, proof of residence. When these were offered, the consultant said THEY WERE NOT REQUIRED!!! Today fourways crossing refused to release funds saying acc was not compliant!
It is a specific requirement to be FICA compliant to obtain forex, so how was my son issued his travel wallet. Now no refund... So sick of appalling service from this institution. We live 400 km from a forex branch .. So now what???
