Insurance not meeting their part of commitment

I had storm damage to house on 28 Nov. Insurance sent contractor out on 2 Dec to assess damage.By 6 Dec I still have not received response. After calling many times & speaking to various people who were going to phone back, I was eventually able to speak to supervisor, Thabo, later on 6 Dec who was very rude. He explained that they will pay me out for my internal damage, however I raised the concern that I will not be able to get a similar quote from another contractor at that low price and I will be out of pocket. He assured me that SIL does not want me to be out of pocket and another option would be for me to have "external damages" repaired before SIL will repair internal damages. Over the weekend I had so-called external damages repaired & by 8am Monday, 9 Dec informed them that they can arrange to have internal damaged repaired as per our agreement. Late on 9 Dec they phoned back to inform that they will pay me out rather than arrange for repairs to be done. The pay-out will not cover my expenses for repairs as I have to get own, different contractor to do work. This is not acceptable as it is contrary to agreement made on 6 Dec and I will not accept this bad service.
