Can't be legal

I submitted a claim for storm damages to my building early in January 2014. Two contractors contacted me, one for the gate motor and one for the cieling damages. On about the 20th of jan i phoned sil and enquired on the progress of the claim. The lady advised that the claim was valid and repairs will be authorised. My excess is R750. I asked what exactly would be authorised and she advised that the gate motor and both cielings would be repaired. The contractor for the gate motor came to repair the motor and I paid my excess to them. I phoned sil yesterday to enquire on the authorisation for the building contractor and was now advised that the cieling damages will not be repaired as the same report submitted by the building contractor now all of a sudden says the damages were not storm damages?? Is it even legal to offer a settlement and after it was accepted by the client just change? I was on my cellphone for 40 minutes yesterday - at my expense with no answer, thus the hellopeter complaint.
