ABSA Wants me to Pay for a Service I do not have

Last year, I was offered a credit card by ABSA and took up the offer to have the card. I was informed that a card was ordered and I would received a call/sms to collect my card from my branch of preference. I then received 4 sms's from the branch to say that I could collect my card on various ocassions, however, everytime I went to the branch I was faced with rude and antagonising staff, who for some or the other reason could not issue the card, either their system was down, or they could not find the card, etc.
I have now been issued with an account from ABSA for the said card of R900.00 for service fees. Which I would have no problem paying if I did in fact have the card. However on calling them this morning, 14 November 2013, I was informed that the card could not be issued to me until I had paid the outstanding amount as I was now regarded as a risk. I have a problem with paying for a card I do not have and would rather be without the card than pay the R900.00. I have not received any other statements or correspondence from ABSA other than legal action. I refuse to pay for a card that I do not and will not ever have.
