Customer pay for replacing non working credit card

The chip on my Absa credit card stopped working and thus cannot use the card anymore. I went to Absa Paarlmall to request a replacement card.
The answer I received was that the card is worn out and I need to pay for a replacement card. They did not ONCE ask if they can test the card for me.
I can understand paying for a lost or card but a non functional card? If Absa cannot make a card to last the full 3 years the card is valid, who's responsibility is it?
The best advise Absa Paarlmall could give me was that I must pay for a new card and then request a refund due to the card being damaged. I said this is unacceptable as what guarantee do I have they will make the refund. The answer I received, sorry this is the way it works and they cannot process the request if a new card is not ordered. What must I do if my request failed? Give back the card for a refund?
So for the next couple of months I will not use my Absa credit card (NOT MY CHOICE!) until the current card expires. Hopefully I will not get to frustrated and move to another bank.
