R6418 Debited from account - NOT paid to Merchant

I made an online purchase from a merchant on 16/09/2013 (Similar to weekly purchases from same Merchant) for an amount of R6418.51. The amount was deducted (debited) from my card account. However payment was NOT received by the merchant. Standard Bank Customer Service was informed on the same day then again on 17th. The Merchants bank (FNB) was contacted on 18th and confirmed that no payment was received from Standard Bank. Customer Service was again contacted - Informed me that I needed to submit a chargeback dispute form which I did immediately via email. I received NO acknowledgement of receipt - I resent this again on 20th - Still no receipt. Then went to my local branch who again contacted Customer Service - I was then told that there was a waiting period of 21 days??? Eventually spoke to the "Supervisor" who very arrogantly insisted that this was the policy and I would just have to wait. He was not prepared to listen or accept that this was a bank error and needed immediate attention. The purchase from the Merchant has since been cancelled. It is now 30/09/2013 How long do I still need to wait? I need this paid back to me immediately as I am now out of pocket.
