Card transaction fail to safeguard custome

On the 19th of December 2013 a Merchant swiped my debit card with the wrong amount, which was subsequently "reserved for purchase" as per FNB. The merchant then said they were unable to reverse the transaction or refund me the difference in cash. I contacted FNB and they asked me to fill in the necessary forms to submit a dispute with regards to the transaction. This was done on the 20th of Dec 2013.
on the 23rd of Dec 2013 the amount in question was "released for payment" as per FNB. I had not had any feedback from FNB Business and queried it. I was told to resubmit the dispute forms and this was done on the 27th Dec 2013. On the 16th Jan 2014 I was told the dispute could no longer be investigated as the monies had already been paid to the merchant.
Why was the monies not kept in "reserved for purchase" until the dispute had been sorted?
Why has no one contacted me to tell me why the monies was paid when a dispute was submitted?
Business manager at Cresta branch... unavailable!
Business banking call centre... unwilling to assist
Card division... unwilling to assist

But hey!!! At least new customers can get an Ipad... chiep chiep!!
