Claims delayed on purpose!!

I reported that my car was hijacked on 08 August 2013, then had an approx 1 hour interview meeting with the assessor on 13 August, he promised to send me sms reminders for all the documents he required &also send me forms to request access to our phone records, he also highlighted that getting phone records does take a long time &thus he was going to send the forms urgently-I still have not received this forms.By 15 August I had collected 98% of the documents &sent to him, the last 2 of the documents were sent to him on 19 August & I still reminded him of the forms for the phone records. I called the assessor on 21 August 2013 morning to request for the forms &he told me he got all the documents &that there might not be a need for the phone records as the documents &info given to him seemed sufficient; I then called him on 26 August 2013 &he told me that he still had to look at the documents as he has not looked at them since he got them. When I reminded the guy that I only have the courtesy car until Friday; he boldly told me that the process might be long depending on whether I have given them all the info (which he had 9 days ago already). So this claim is just delayed on purpos
