Claim not treated as the way it suppose to be trea

On the 5/07/2013 My sister was driving the car and she met an accident in front of my driveway, she was disturbed by another car and she lost control .car damaged peoples property and it went to the ditch. Wheh i logged claim with MIWAY they told me they cannot pay for a thirdparty damages and my sister should pay because she was driving. but on my policy document it says they do pay for third party and also they did not say anything that if ever someone else is driving they wont pay. I have been paying for this policy without failure and its breaking my heart that they always look for loopholes when its time to pay.
