Refuses to pay out valid claim

I registered a claim for an accident which happened in March. I was driving our company vehicle with the instruction of my boss. I ripped off a third party's bumper which his insurance paid for. I then called the Budget Call Centre and spoke to a guy called Fadiel Arendse. He even said that I don't have to worry about it, it is a case now between Budget and Santam (the guy who's bumper damaged). Now Santam summoned me because Budget refuses to pay the claim. Now, quoting from my policy document on page 6 of the document:

We will indemnify you:

"If the regular driver is legally liable for an accident that caused damage to another party's property, or if a person died or was injured because of the accident, we will indemnify the other party on your behalf for damages, costs and expenses. The accident must have been caused by or be in connection with:

(my case fall under section C): "c. a vehicle that is NOT on the policy, but that the REGULAR DRIVER PERSONALLY DROVE, as long as he/she DOES NOT OWN it or has it under a hire or credit agreement."

It is a company vehicle, so according to this, I do have a valid claim!
