Unfair Conduct of Insurance Company

Car insurance is quite complicated industry, they quick to deduct funds for subscription yet poor with the service. The gentleman who bumped my car had his car fixed immediately after causing damage to my car. Outsurance is passing the buck, I'm being told to wait for them and the onus is on me to call them yet their client has damaged my car, he gets rewarded and I get literally.
I was not at fault and followed everything all that was requested off me and now I have to wait a month later after the accident, is there anyone I can complain to, someone who can attend my query and fix my car without passing the buck!
