Promises and promises and promises

I logged a complain while ago on this site and Jan Pieterse phoned me back just to make another PROMISE of refunding me. Since then I have not heard of him or received my money after he asked me to only refund me half the money and we go on with the contract. I said NO and he then said he will send my stuff through to the department for refund. Since then I have not received my money. PLEASE HELP
