Outsurance not handling my claim as they advertise

I was involved in a accident on 25th June - they woman who bumped into me is insured with Outsurance for 10 years - she accepted responsibility and logged the claim to have my vehicle repaired with her insurance Outsurance. I sent everything i had to do - Outsurance comes back says it is a legal claim and it normally takes 6-8 weeks to assess the claim because it it legal - i dont know why it is a legal claim as my vehicle has not even been assessed. the damage does not seem much but my boot cannot close with the result my car does not lock at all and the boot gets wet when it rains. Why must i wait 6-8 weeks for Outsurance to decide if it is a claim or not - their client admitted guilt and wants my car fixed they dont even know what the damage is at the moment- what if someone else bumps into me again? why must i worry that i cannot drive anywhere and park anywhere cos my car does not lock anymore - my car was in mint condition before i dont like it the way it looks now- Stop paying so much on advertiseing Outsurance and do what your client paid for for 10 years- Bad service from your side - i am not a happy person and i am telling everyone what happens when it comes to claiming
