Attempt to rebook/refund tickets - no response

I booked 2 return tickets to Germany through the Flight Centre to fly with SAA. We were due to fly on the 16th of December (Sunday) but did not get our visa on time (14th - Friday), so we cancelled our tickets with the thought of doing a date change. Since then I have been in contact with people from the flight centre. When I tried to contact SAA directly they refused to speak to me, and told me I must handle the situation through the Flight Centre. There were a whole lot of delays there as well, and since the 29th of December they have been holding a flight for me, which I have not gotten a price for yet (according to the Flight centre they have been constantly calling SAA to get the price), so for 2 full weeks I have been waiting on a price. Further, I was told that if I SAA were to refund the tickets, the administration fee might be so much that i would end up getting next to nothing back on my taxes that I payed for a service I did not receive. I am very unhappy with the way SAA has handled the situation, and further for the delays at the flight centre. It has been nearly a month since I cancelled my flights. This level of service is not reflective of a star alliance member.
