SAA policy does not make sense

Hello,

I booked a flight with SAA on Sunday, 30 June 2013. I flew from King Shaka International to OR Tambo International.

I arrivved at the counter with two bags which weighed a total of 22kg.

The lady told me that I cannot take two bags, and if I wanted to I would need to pay an additional R250.

I was then told that I could take one bag with a weight of 23kg.

How does this make sense? I am allowed 23kg as long as its in one bag, but I cannot take two bags that weigh less than the allowed amount.

It was utterly disgusting to be asked to pay an additional R250 in order to let my bag go through even though i was within the weight limit.

I cannot understand this policy, it does not make logical sense
