Easier to drive then to fly from East London

Having travelled through Johannesburg Airport to East London and having no trouble with check in, trying to leave East London was unpleasant - we were told one of our bags (we were a family of four travelling with four bags) was overweight - it was said that the bag weighed 22.6kg and that only bags under 20kg were allowed or we had to pay R250 - the website actually says that it is R350 so this too was inaccurate. I had to ask if we could move the excess to another bag - they just wanted the money. When I weighed the bag on another scale of kulula's it said 22.1kg - a 500g difference. When I asked to weigh it again at the original person's place I was refused. We then moved the luggage around and reweighed the bag - the weight was then down to 19.3kg, but when weighed again for check in it said 20.15kg. All these were different kulula scales in the same airport and no changes had been made to the bag. Our total luggage mass was 65kg - much less than the 80kg we were allowed and yet we feel we were badly treated and that if they are going to be so pedantic about weight then their scales should be accurate. We felt flying with two children would be easier but would now rather drive.
