Call centre incompetency

Today was my 8th call to Lufthansa CT call centre upon which I had to repeat all the following info: Lufthansa reserved funds in my bank account for tickets and then did a separate debit for the actual transaction, it is now up to them to release the reserved funds back into my account.
I have been calling for 3 weeks to sort this out and each consultant tells me the same thing "I will submit the form to Germany and you must wait 48 hours" I have waited many 48 hours now.
My main issues are
1) Two transactions on my account when there should be just one payment
2) Incompetent consultants and supervisors that do not know how to fix this
3) Call centre supervisors that refuse to speak to clients meaning you cannot personally elevate an issue, staff blatantly saying call centre supervisors and other consultants previously dealt with are not available
4) Consultants go strictly by their set dialog, their sarcastic politeness is so fake and patronising and there is absolutely no effort to assist the customer, one even told me there's nothing more he can do to help me yet I STILL DON'T HAVE MY MONEY BACK
