Inconsistent line speed

I have called technical support a number of times complaining of an inconsistent line speed ranging from 0.9Mbps to 2Mbps, which I think is unacceptable for a "4 meg line". Each time I am told the matter has been resolved however the problem still prevails.

I am strongly concidering moving my adsl line to another ISP.
Please assist on this matter.
