Extra charges that never should have been

We took out a Prepaid / Hybrid package from Vodacom for our data card to ensure that we dont get nasty bills from our data useage. A few months ago we upgraded the contract and was told we can get a higher data allowance and we renewed the contract for two more years. Never was it said that the contract was no longer a prepaid (like we took out initially). Last night I had the data stick connected to do my windows updates knowing it would stop downloading once the data bundle ran out only to be surprised by the fact that it never stopped. I checked online to find Vodacom has charged us R1400 out of bundle rate for something that was clearly stated when we took it out would never happen.

Now who is to blame? We phone the shop where we took out the contract and they said its not their fault. We phoned 111 and they said we should talk to the shop where we took out the contract. I phoned the MD's Helpdesk and they they never phoned back so we have to just pay the R1400. Surely the Consumer Protection Act should protect us in these situations?
