Installation of line delayed due to poor service

A Telkom land line was ordered approximately 3 months ago from which I was told I had to have a draw wire installed in the conduit to the utility box at my own cost which I have completed. That order was closed and new order was placed about a month ago. 3 technicians responded to the order each with an excuse of 'I will be back later or I am going to get help' and then never returning. Finally a technician said the main conduit that runs from the Telkom box is blocked and they will get a contractor to unblock. I waited approximately 2 weeks to call back and find out there is no details registered about a contractor on the system. Details were captured and 2 days later I called back and I was told there are no details captured again. The operator then said he will arrange with his manager and get the contractor out to sort the blocked conduit. On the installation date I got a call to ask if I had had unblocked the conduit as it was my responsibility. How is the main conduit with multiple Telkom lines my responsibility? If you do not wish to have my business then please say so because you have messed me around enough. My scope from my home to the utility box is perfectly cleared.
