Installing an ADSL line a year after request

If I hear the words "We will forward your complaint to the person responsible" I am going to have a heart attack!
In February 2012 I went to Telkom to have a telephone line and an ADSL line installed. They told me that the telephone line will be installed in a couple of weeks time, but that they do not install ADSL lines at the moment because the the main frame (or something) is being upgraded to handle more users. A month later, nobody contacted me, so I went to the Telkom store to find out what the progress are. They told me they are still not installing lines, so we decided to go for the 8ta 10gig bundle (this was in Arpil 2012). I also asked them to retract my request for an ADSL line.
Then on the 12th of January 2013 (please note that it is 11 months later), I got a sms (not a call) that my ADSL line has been activated. I phoned them on the 14th or 15th of Jan to tell them that this is not what I asked for. Now I've struggled ever since to stop The ADSL line and everyone seems incompetant to do their job, my account is getting higher and I dont use the service (they told me they can check to see if I used it, but nobody does. Now they want me to pay and then they will refund.
