Do limits mean nothing to Vodacom?

Oct / Nov 2012 I took out a contract on a Vodacom Modem from the shop 283 in the Pavilion. The Vodacom sales lady Janet sat with me and completed the paperwork. I made it clear that my finances where such that I needed to place a limit on the modem. I have teenage children that use it and with me being 5 months pregnant with identical twins and experiencing complications I could not afford to be running up a huge bill. Janet told me to write in big letters across the top of the page that there is a voluntary limit of R200 (I have a copy). Since taking out the contract the limit was not logged on their system. When I queried this with Janet and the manager Haseem at Vodacom they were unhelpful. I had spoken to both of them on the phone and when I went into the shop Haseem said he had never spoken to me. At this point my cell calls had been cut on numerous occasions. Z Khan Vodacom Manager eventually said they would pay R3788 on a R4087 bill and change my contract to a R200 top up. On 7 Mar 2013 Vodacom debited my account 4 times with three consecutive amounts of R1115.62 and 1 of R689.77. Is that legal? In 5 mths I have paid over R7000 on an acc that should have been R1000.
