Vodacom overbilling despite the call limit

I have a contract with Vodacom and the subscription is R199 and have a permanent call limit of R50 in addition to that. However end of September 2013 I was billed, R1100, end of October R2500 and my November bill is around R800 all this happened while I have a call limit of R50. I have made numerous to Vodacom since 06/10/2013 and they said they were going to investigate the matter and to date nobody has bothered to provide me with feedback. I'm now helpless can someone tell me where to report the so called Vodacom for from my account. I think Vodacom you will explain much better on "Speak Out" since you do not care about resolving my issue.
