Failure to deliver 4096mbs

Every since the 1st February, since Telkom introduced the softcap option for ADSL subscribers, my 4096 line has slowed to a crawl. It has to be a bandwidth problem with Telkom as the rate improves after business hours and on weekends. Telkom obviously do not have the bandwidth to go around, so subscribers who pay for 4096 are made to suffer because Telkom has offered more than they are able to supply. I want my bandwidth back - after all, I am paying for it!
