No Infrastructure?

I recently applied for a home land line from Telkom. After more than 3 weeks, i did not get any reply from them. I phoned in and they confirmed my order. Then Telkom told me that there is insufficient infrastructure in my area and it will take 12months before they can assist with a line.
Come on, who can wait a whole year for service?
They did offer to change my order to a 3G line but this is not an option for me as i want to get ADSL as i need the speed and bandwidth, something that 3G can not deliver.
I have 3G from a different supplier but reception is very poor in our area and thus a landline is the only option.
