Not Delivered but Billed for!

After applying for a contract and being approved. (Ref No: Simelane)
Two weeks passed before someone contacted me regarding incorrectly captured bank details, after it was corrected an additional 2 weeks passed before I received a notification that money had been taken from my account but no phone was received.
Contacting the billing department (ref: 3032300151), all they could tell me was the phone had been activated and we would need to contact support in order to identify why.
My husband also requested that this be escalated to a billing manager and a customer support manager, and for them to contact us back.
2days went by before we had to call, (Ref: 13032540294227), my husband asked to speak to a manager, none was available. Support informed us that the money taken would be returned and that someone would contact us the next day regarding this query.
To this day, 1 week later, no money has been returned and no contact has been made, no phone either.

This is a possible case of /.
We do not want this to get messy, we just want the phone and contract.

Please can someone who can resolve this issue contact us back ASAP!
