People at work but actually don't want to work

I walked in the store to buy data bundles, there where three consultants in the store, one was busy with a client and the other two (ladies) where busy chit chatting with their private things. I stood there waiting for one of then to come assist me, after about five minutes they start whispering arguing who will come to assist me, then the other set back and took a deep sigh of irritation and stood up. I left the store because I got angry thinking I won't be assisted by people who don't actually want to.
