Telkom - hamstrung by idiotic systems

I was a tenant and had a Telkom Account. When I left the new tenant wanted to take over the account. I completed the paperwork all dated 01 Feb 2013 per the date that the new tenant would take over the lease. I gave the paperwork to the estate agent to hand to the new tenant.

The new tenant only handed in the paperwork on the 11 Feb. According to Telkom even though they have a legally binding agreement dated the 01 Feb 2013 they can only process it on the day that it is handed in. Which means I have been charged for 12 days that I did not use.

When I called Telkom (it must be about 6 different occasions now) I keep getting a different answer. On 2 separate occasions I have been promised that a senior person will call me back. No one calls me back.

This last time I was informed that Telkom is unable to make outgoing phone calls. So its up to me to call the new tenant and ask them nicely to pay me the money so I can pay Telkom!

Telkom has legally binding paperwork, signed by the new account holder, agreeing that the 01 Feb 2013 is the effective date.

So why is this my problem???

"Cant make outgoing phone calls" - honestly, its pathetic!
