Billed for old phone line for past 8 months!

I moved from a rental property in Stellenbosch to a new house in Paarl in April 2012, and I went to the Telkom store & personally filled in all the forms to request that my old phone line (0218852541) should be transferred to the new tenant's name for the rental property in Stellenbosch. The new tenant of the rental property also completed the necessary forms to transfer the 0218852541 line to his name & we submitted the transfer request at the Telkom Stellenbosch branch in April. I applied for a new line to be installed at my new residence in Paarl (0218631778) on Closer2 plan. Since April I am being billed for the old and new line. I have called the Call Centre line 4 times to log a complaint; I went to Telkom Direct branch Stellenbosch twice, but every month I receive my next bill and I am still getting billed for the old number. After numerous complaints and many promises of separating the accounts, nothing has been done to resolve the issue. Both the new tenant and I logged a dispute about the account, since he applied for transfer of the old number cheaper Call Plan in April, yet bill for both lines are sent to me for 6mnths at more expensive rate than applied for.
