Receiving statements but no service

We have an account which is on my husbands name, but unfortunately me the wife has to do with all the payments and queries. We did application to have a normal line installed at the residance and waited a a few weeks for this. In the mean time we changed our minds as no one came to connect the line and since May 2012 have been receiving statements for a line thats not in use.By November 2012 the arrrear account has been cleared by Telkom after an investigation and numerous calls and request. It hasnt stopped, we are in arrears almost a R1000 again now and this is reflecting bad on my husbands record. I was told my husband should cancel the account, but he is a rotating shift worker, has no cellphone and no connection to email etc. I do, so then I was told to send send a letter with all relevant details to a TOCFAXES email, I did... to date after numerous attempts I have not heard from them or received and mail stating they are busy with it. To state again, we do not have an Telkom active line, but we are being billed for it. Please Please help.
