Poor internet connection when raining/rained!!

For about 2 months now whenever it rains my 4 meg line's performance drops significantly.

Very poor performance :(

I have reported this problem numerous times to Telkom, technicians did try attend to the problem without solving the issue permanently. They told me that there is some line earthling due to contact with water. Once the weather clears up the line gets better, I told them that this happens only during wet weather conditions, but till today the problem still exists. I am really struggling to get my line sorted.
