Telkom poor ADSL service since Oct 2012

The entire Southbroom (KZN 039) area has been having speed problems since Oct 2012 on a regular basis. I have reported the problem along with numerous other businesses in the area about the slow ADSL quality and each time I phone and report it, they say the problem has been fixed, or that there is no fault.
YET I am running a 2MB line and still only receiving download speeds of 0.15MB.

I have had telkom call center reset my line so many times and it still does not improve the line.
I had a PC technician out and he tested my pc and confirmed it is a telkom line quality problem.
I contacted my service provider, venturenet, and they also confirmed a telkom line quality problem and have contacted telkom to report for their other customers as well!

TELKOM, We NEED our fast lines to cope with the JAVA security on banking sites! Please get your technicians to solve the problem once and for all!! And also note that when it rains, the quality drops.
