MTN Head office and MTN shop whos the Boss?

I had a query with MTN that I was excused off it.
After investigations Head office ruled I was not reliable for the bill. As MTN head office credited half and the shop must pay the other half of the bill.

Arnold who is the Manager at Greenstone shop refuses to pay. Bad attitude towards me when I walk into the store when I ask him about the matter at hand he told me he doesn't deal with me only the Head office as far this matter is.

We got a solution but I'm still the one who's owing because he (Arnold) won't pay. So who's the Boss here?
