CAN'T CHANGE BANK DETAILS FOR DEBIT ORDER

Our client is a truck driver and has been trying to change his banking details so that his debit order can go off..BUT they want a tax certificate to change his bank details... they don't know why and they don't know which tax certificate they want...??? He goes there personally, taking time off from work to do this!!! Bad Bad Bad Bad Bad Service!!!
