New 060 number not recognized

My wife got stuck with car in a dangerous area. Because she had to phone for emergency assistance she used up all her e airtime. I tried to send her airtime via my bank but the 060 number was deemed to be unrecognized. I tried to reach my wife using a landline and telkom rejected the number. I'm very disappointed
