MTN only supplies generic responses

I placed a complaint about MTN's inability to supply data coverage between peak hour last year. This is caused by congestion on their network during these times. This in affect means that you can't even try to use your connection until "rush hour (s)" have passed. I have contacted their coverage help desk on several occasions and you always get the same generic response. "There is a problem on the tower." "Technicians are attending to the problem." This is all appropriate responses but the fact is they never change. I have had this issue now for months and nobody seems to be able to tell me when this will be resolved.
