Dissappointing after sales service

I was contacted telephonically and advised that I can upgrade my contract earlier than the said date, which I gladly did. I choose a phone which was delivered to me the following day. However, I received an e-mail quote which now contained an amount of R500 for "downward migration" which was never discussed with me. The agent also failed to inform me that the sim card had to be swopped for the S4 mini. I have been trying for two days now to find a Vodashop that is online to assist. I find this very frustrating and poor service. So hasty to make a sale, but a lack of proper information. I will report this to ICASA if it is not resolved.
