No line speed upgrade and lying consultants

After my previous complaint about this SAME issue I was told it would be escalated and still haven't been helped.
I upgraded to a 4mb package in early December. However more than a month later we are still only getting a 2mb speed. I have called Telkom so many times I've lost count. Every single consultant gives me a different explanation like they are resetting the port, or our line is having upgrading done, or most recently I called around 4pm today (20 Jan 2014) I spoke to an older sounding Afrikaans gentleman named Chris who told me he could see I am still on 2mb and he's just going to go into his system and upgrade it to 4. Needless to say when I got home and checked the speed it was still at 2mb. I then called Telkom again and was told by another consultant that they are not able to upgrade on their side and she admitted Chris was lying. She also just said my line was in the process of being upgraded but couldn't confirm if or when it would ever happen.
This is the most shocking customer service I've ever experienced in this country. Your consultants clearly don't know what they are doing, AND they flat out to people just to get them off the phone.
