Telkom Upgrade has resulted in Slower Connectivity

Hello

This has been going on for some time now and I've just about given up.
Telkom upgraded my exchange to supposedly increase the speed on my line from 4mb to 6mb, but since the upgrade the best i get is 2.5mb.
I've phone countless times and they constantly just tell me they fixed it.
Log a fault
Wait a few days
Receive sms saying it's fixed
But nothing changes.

Thankfully two separate call center consultants agree with me saying that something is not correct after the upgrade and they will send a technician to go and fix the exchange (So I know it's on their side the fault), but it never gets fixed my speed is still only 2.5mb.

I'm paying for 4mb and I used to get it with no problems until this upgrade, now it's only 2.5mb at best.
What would be perfect is if they could get the technician to the exchange have him call me "When I'm at home" so I can test while he tries to fix it.
What would be advised is that the technician comes to me place of residence and sees for him/herself that the speed is not correct.

Telkom even tried to pawn the problem off on MWEB who I persued and phoned and they also confirmed that it is not them but the problem with Telkom
