No Service from Telkom but paying line rental

We have been reporting a fault on our telkom line since the end of Oct last year and telkom can't seem to fix it. We have thus been paying line rental for no service for almost three months. Every time we report the fault (which we have done about 5 times now) they test the line remotely and find no fault and tell us it is fixed, but we cannot make or receive calls. I have also taken the handset to be tested which is fine. They have promised to send out technicians and "escalate" our complaint numerous times now, but nothing has happened. How do you get hold of a manager or someone in telkom to make sure they send out technicians? We will take legal action if this is not resolved soon.
If there was an alternative provider we would have terminated with them long ago but they get away with this because they have monopoly.
