Incorrect Billing. No Refund

Vodacom has been incorrectly charging me for Blackberry BES services since I upgraded to an iPhone about 14 months ago. Despite numerous calls to the call centre, I have not been refunded nor has my request for a refund been taken seriously. Despite promises to call me back, I have never received any feedback. Please assist so that I don't have to resort to legal action.
